are they turning yellow from too much water? This may not be too unusual. I do think it would be unusual to burn the lower leaves with light.

Really need a picture. Just guesses otherwise.

That is all edge burn, very often a result of excess nitrogen. What are you feeding them and how often?

Miracle Grow two or three pumps in water spread out amongst 16 pepper seedlings and 4 tomato seedlings. Also re-potted the tomatoes from jiffy peat pellets to 3 inch peat containers with miracle grow potting mix

The tomatoes are the new Burpee Steakhouse variety that grow up to 3 pounds.

Based on that info then yeah, you are over feeding with a high N fertilizer. Standard recommendation is max of one feeding for seedlings using 1/4 to 1/2 strength of a low N fertilizer unless the potting mix contains some (and yours does). Many feel seedlings don't need any supplemental feeding but if you do keep it to the minimum. The goal at this stage is root development, not lots of top growth.

And as a result of that yeah, the peppers would look awesome but excess nitrogen results in awesome looking plants with little production.

I took others' advice and never did fertilize my seedlings. They have grown nicely... and were planted out today. Over-fertilizing is easy to do with the babies.

I agree with over fertilizing.
MG potting mixes often has fertilizer ENOUGH for bigger plants. It should say on the package {{ No need to fertilize up to 3 months }} or something like that on the bag.
