There are adhesive concrete patching compounds ... I foget the name, but I used them to patch the divots left when carpet tack strip was removed from my sunporch.

I used a product found in box stores, exactly for the purpose as you want. It started out I had some disintegrated concrete block on a front stoop. Worked so well, I patched some holes in the garage floor too.

The trick is to wet the area before applying what you mix up. You can use a spray bottle or hose. For a textured look, just drag a broom be it a whisk or other.

The product is Quikrete Quickwall White Surface Bonding Cement. You only need to mix a small batch from the bag. YouTube has some good mixing directions on how stiff you want the mix, you do not want it soupy.
