Mold Beneath Hay Mulch

I've probably been listening/reading to too much noise. Just wanted to know if it's normal and reasonable. I'm seeing white mold not unlike that which I find in the middle of a compost of hay and scraps. Thus, I'm figuring this mold underneath the mulch is the breakdown of the original layer of hay sandwiched between the new hay layer and the earth and evident because of all the moisture we have. In some places I have the mulch a foot thick.

(Since I've added the garden I've seen tons of mushrooms. I'm hoping this is the same stuff.)
