Usually groundcovers need little fertilizing, but I don't know your soil condition. I would not mulch it because Vinca puts down roots at the leaf nodes on the trailing stems. The mulch would hinder the rooting process and slow the spread, better to have direct contact with the soil. A granular slow release low level fertilizer could be helpful in the spring. Vinca is very resilient once it gets going.
