It's a Cotoneaster of some kind. There are many varieties, and some can be considered weeds in the Seattle area.

Thanks, Mike - Cotoneaster looks pretty close. No flowers or berries last year to pin down the varietal - we'll watch for them this year.

The growth habit of Cotoneaster is usually more indicative of the variety rather than the blossoms or berries.
Some of the lower growing kinds make a nice ground cover in certain situations. Other forms are large shrubs. Yours appears to be intermediate.

Cotoneaster is more than pretty close - it's definitely correct.

Cotoneaster lacteus. Frequently offered here although there is some weed potential - it has definitely been making itself at home in coastal California, and is at this point "naturalized; uncommon" (Jacobson, Wild Plants of Greater Seattle, 2008) up here.

Lately I've been getting numbers of seedlings of it coming up on my property, without having planted and grown the shrub myself (so it is spreading from nearby plantings).
