Help for ideas for privacy on side yard

Help! My neighbors installed a hot tub on the side of their house and included piping music outdoors. I want to make my yard more private now. Do you think an 8-ft high stucco wall would create a good sound barrier? If so, the expense would be worth it. Any down-side to such a high fence?

Some areas don't allow a fence to exceed 6' so check your local building code laws.

Emerald green arborvitae's grow about 12" each year and from what I have heard absorb some of the sound and consequently act as a barrier. I don't know to what degree they actually do but people use them and other evergreens to block out road noise if their yard abuts a highway or busy street. I think that the fully grown height is around 20 feet and you can typically find 6 footers at a big box store. Possibly even taller ones at your local nursery.
