Hard to tell for sure from a picture like this. Could you actually be overwatering it so that the roots are drowned? Plants cannot tolerate wet feet all the time. If the soil is too wet, there is no oxygen in the soil, and the roots will die. The result is that the plants cannot get water. Leaves start curling - just like when the plant is thirsty. Before it is too late, pull the plant out from the pot, set the root ball with the soil on a paper towel or newspaper and let the water be sucked out from the soil. The soil should be damp, not wet, for good healthy growth. Do not water again till the soil is dry again. You should be able to tell from the weight of the pot.

I hope this will save your basil. You probably will continue to lose a few more leaves, but as long as the plant stabilizes, it will recover and grow some new leaves soon. Good watering practice: water throughly, meaning run water through the soil (not overhead on the leaves) till water drains out from the bottom. You don't have to soak the soil. Again: damp, not dripping wet is good enough. Put the plant at a spot with some sunlight and good air circulation. In about 5 to 7 days, when you pick up the plant, the whole thing should feel light again. The soil should be dry to the touch. In case of doubt, stick your little finger into the soil. If an inch below the surface is dry to the touch, consider watering the plant again. So, in short, let the soil go dry before watering, and then go dry again, and then water.

To make your basil plant bushier, after it recovers, pinch the top of the plant to encourage branching. Depending on how tall your plant is, you can pinch beneath the first or second node of the plant. Make sure you leave enough plant there to continue to grow. This way, the plant will grow side shoots. When the side shoots get taller, say with three nodes, you can then pinch off one node again, and more side shoots will grow. This way, you get to harvest some leaves for food, and your plant will grow bigger so you will have even more to harvest!
