Mulch timing

Hi everyone. I have a well-established perennial bed (Zone 6). Every year some plants go and new ones are planted, but this bed has been in continuous use for over 25 years. (I've only been working it for the last 10.) It's a kind of free-form, stick-it-where-it-fits kind of garden, which means that plant spacing is irregular and, in most cases, somewhat crowded. That makes post-emergent mulching difficult as I find myself reaching waaaay into the bed with trowels of mulch to place here and there. Right now there isn't much above ground; some daffodils, forget-me-nots that overwintered, and hellebores, but not a lot else. I would dearly love to compost and mulch now, and let the plants grow up through it... but would they? I fear that the same things that make mulch good at keeping weeds down will also keep this year's growth of desirable plants down. What is best practice?
