Why is one lilac doing much more poorly than its brothers?

I put in four lilacs two years ago. They all looked the same the first year. They are all Little boy blue/Wonderblue dwarf lilacs, all from the same nursery, planted at the same time. They
are planted in a row in the front of my house; about 6 hours of direct
sun. Three of them have big fat buds the size of my thumb. The fourth
has buds smaller than my littlest fingernail. Any idea what might be
wrong with the one lilac? Possible things might be 1) it gets slightly
less sun (but it's three feet from a lilac doing well!) and 2) it looks
planted a little lower than the rest, so maybe wet feet?
