It's clearly alive, so survival is not in question. I would wait a while to see what develops, if anything, along the upper branches browsed by the deer. If no new growth appears in this area, you may have to prune back the central leader and allow a different branch to become the new leader. If this is done it will take some time for the plant to recover a normal shape.
