This is tongue and groove painted with a good enamel paint--no different than trim on the outside of your home which is exposed to much harsher environments. Note the small trim at the bottom. There should be high quality caulking used both at the top and the bottom of the trim and in addition between the countertop and the wainscoting before the trim is placed.
