Spot Seeding After Pre-M

I treated my lawn with Lesco 007 Pre-m on 4/6/15. I have a couple of 4 foot diameter circles and a few dinner plate sized barren areas scattered throughout the lawn. I'd like to seed those few barren areas but I know the Pre-M works by stopping seed germination. If I either rake the surface to disturb the chemical barrier- or if I shovel out the top inch or so of soil and replace with new topsoil- do you think the seed will germinate? Also, I will put down a second application of Pre-M around 7/15. Will I be able to overseed in late September- early October? Thanks to all.
