Honeysuckle is diseased?

Today I noticed many of the leaves on my Japanese honeysuckle are turning yellow and brown, and others look like they have powdery mildew. Everything appeared fine a few weeks ago, apart from a couple yellowing leaves but I didn't think much of it (was I wrong?). Some lower portions of the plant are perfectly healthy, but I'm worried that the disease or illness will spread to them as it did to much of the vine. If it is powdery mildew, how do I treat it? And I have no idea what to do about the yellowing of the leaves. It's been pretty dry lately so I gave it some water, but I doubt dehydration is the issue since I live in the Pacific Northwest. I'm also a relatively new gardener so any advice would be greatly appreciated! Here are some pictures:
