Honeysuckle is diseased?

Today I noticed many of the leaves on my Japanese honeysuckle are turning yellow and brown, and others look like they have powdery mildew. Everything appeared fine a few weeks ago, apart from a couple yellowing leaves but I didn't think much of it (was I wrong?). Some lower portions of the plant are perfectly healthy, but I'm worried that the disease or illness will spread to them as it did to much of the vine. If it is powdery mildew, how do I treat it? And I have no idea what to do about the yellowing of the leaves. It's been pretty dry lately so I gave it some water, but I doubt dehydration is the issue since I live in the Pacific Northwest. I'm also a relatively new gardener so any advice would be greatly appreciated! Here are some pictures:

Cut back the affected portions. And powdery mildew is common to some varieties of honeysuckle, especially if they receive much shade, although it tends not to show up here until much later in the season. You could spray the healthy bottom growth with Neem oil to avoid that becoming infected but there isn't anything you can do about the already infected foliage.

Mulching with compost might give it a bit of a boost as well.

In my part of the world-ymmv-powdery mildews tend to be worst during periods of dry soils combined with a high-moisture atmosphere. So, late summer dry-down, coupled with cool nights where dew point has been reached are the ideal setups for this complex of pathogens. As such, anything which tends to take or keep things in the opposite direction, along with Gal's neem suggestion, are going to be helpful to you.

I mention this only because I've noticed many a time that some folks seem to associate powdery mildew only with the moisture side of this equation, not recognizing that there is a dry soil aspect as well.
