Is silver feather grass hardy in Minnesota

I planted a silver feather grass two years ago in early fall - it didn't make it over the winter. Thinking it was because of the rough winter we had, I removed it and planted another silver feather grass in the same spot - south exposure in well-drained soil. It is mid May and the second one doesn't look like it made it through the winter. Is silver feather grass hardy in Minnesota, is it really late to poke up, or is it something I'm doing/not doing? The same bed has sedum, a dwarf spruce, and salvia and all are doing well - just not the silver feather grass. Nearby I also have a Karl Foerster grass - doing great.
