Over the years I have seen a lot about using Baking Soda as a post emergent but nothing about that as a pre emergent. However, I would imagine that if enough of the stuff was plunked down it would stop most all growth. I am not all that sure that would be considered an organic solution to a problem, however.

Any pre-emergent capability it would have would be due to an altering of pH and you would need a lot of baking soda to accomplish that. Otherwise, it works the same way vinegar does in that it causes dessication of the foliage but does not necessarily affect the root system.
