Start by reading the label on the turf-builder. Does it only contain fertilizer, or does it have an herbicide in it as well? If you can't tell from the label, call the 800 number on the label and ask. If it is only fertilizer, it will be heavy on N and will encourage leafy growth at the expense of further flowers. You might want to water for a few hours to wash some of the fertilizer through the soil if the area is well-drained, or add woodchips to the surface and mix into the first few inches to use up some of the excess N. I doubt only fertilizer will harm the clematis if they are planted deeply as is usually suggested.

If it has an herbicide, I'd dig up the clematis ASAP, bare root them and wash them, and plant them in good potting soil in large pots (or even garbage bags instead of pots) until you have a place to put them that's herbicide free. You'll probably need to cut them back if you dig them up since the stems may well break, but cutting back never hurt a clematis unless it is a really old one with woody stems like an old C. montana.

Going out to water away. So much for tons of early blooms. This is last year.

Early bloomers have already formed buds for this year, so they shouldn't have a problem. It might cause too much leafy stuff on the summer bloomers. Don't water so much that the soil gets sodden and stays sodden since that might lead to root rot (for instance if you have very clay-y soil.)

I honestly wouldn't sweat it too much. The nitrogen in something like Scott's is probably fairly soluble, so excess will wash away eventually. It is more likely to be an issue for your local ground water and waterways. It may effect your late blooms this year or your early blooms next year, but shouldn't be any issue after that.
