Slow Salvia sinaloensis

One of the lovely members here sent me some seed for salvia sinaloensis (last spring). I sprouted it on paper towels (something like 70% sprout), and then put it in seed starter soil. They're still just 2 tiny green leaves in the soil. It's been about 2 weeks. I had them on a window sill, but now I've put them outside where they get am sun. I've given them weak miracle grow. Is this normal for this plant? I love it so much, and have never found a place to buy it close to me.
