help with black locust

Hi all

I have found a 10' Tall black locust tree growing out of one of the holes in it. It's a retaining wall that goes god 15 - 20 ' tall. This fall , ( because I told it's the best time of the year) I'm going to cut top off leaving some branches, then start going down that hole and got as much of the roots I can. I know the tap root can be pretty short but the feathery roots I will keep as many as possible. The trunk in about 2-- 2.5" in diameter. Also about a 2' up it has 3 or 4 large branches. I'll cut Above them leaving some a lil longer. What so you think. Can I dig it out of that hole over days incase it's more work then I'm thinking. It also has 2 air roots above the dirt and the go yo the holes on each side of the locust. I'm thinking the cinder block has compacted the root ball very well. Please any help will be very appreciated. I'll take pics today and post. Also fall would be the best time to remove it right?

Thanks alvin. Or calling is even better
