If the tomatoes are being grown in the ground, then the microorganisms are already present and active. You just need to supply organic matter (compost) to get them producing. Adding molasses certainly won't hurt. If they are being grown in a container, then being completely organic sometimes doesn't present the best results. Populations of soil organisms in decent potting mix are too low to be very effective in processing organic matter. Liquid organics are limited - the fish emulsion can work well but I'd also add kelp/seaweed emulsion to supply the micros necessary.

btw, Miracle Gro will NOT stimulate soil organisms. It provides nothing that interests them at all and if applied too frequently or in excess, will actually lower their populations.

Soil microbes, the Soil Food Web, might be present depending on the condition of the soil. The soil food web needs adequate amounts of organic in the soil to function well. According to an article in the current issue of Fine Gardening magazine a fish fertilizer did just as well as any of the synthetic fertilizers with plants grown in containers.

Molasses is a sugar, although some do contain nutrients plants can use, and like any sugar could stimulate some of the members of the Soil Food Web into greater activity. Whether that is beneficial or not has not been looked into very well. Some recipes I have seen using fish emulsion and molasses include seaweed emulsions with about 1 tablespoon molasses, 1 cup each of fish emulsion and kelp (seaweed) in 1 gallon of water. Not something I've found necessary to mix or use.
