Need help with cucumbers

Hi all,
Quick question - what has gone wrong here? Is this a bug attack or disease? And what do I do about it?

The area it was planted in has not had anything growing (except weeds) for the 8 years we have been here and was properly started in order to grow vegetables; only about 20% of the seeds sprouted and all those that did now look like this.
They were planted about 10 weeks ago.
