Could one small caterpillar have done this?

My Dr. Ruppel is about five years old and bounced back beautifully from our brutal winter. It's covered with buds, but not all of them will open. Here and there all over the vines are small sections that look like they've had the life sucked out of them. Drooping buds, withered leaves. This photo is an example.

I removed a young tent caterpillar (about 1/2-inch long) from the plant. Could that have done this kind of damage? I don't see any evidence of chewing, which is what the tent caterpillars usually do best.
