Most of tillandsias like daily watering when conditions are good. If plant base and center are healthy, try watering it more.
Tap water usually isn't good for tills, because it's hard and contains chlorine.

Water/mist T. harrisii sparingly. They do not tolerate air-conditioned locations, nor do most Tillandsias. Bright light outside with air circulation will be it's best bet.

All my Tills are growing in two Terrascapes, twice a year Easter & Christmas summer holidays.

I live in a coastal town in Australia and during those two periods the Chlorine is heavily increased.

I have only ever used tap water and never a problem.
