Yes- not sure about rose food, but systemic insecticides have been shown to harm bee populations. Lots of recent information online about this subject.

I refuse to use systemics on anything that flowers, and realize it will work its way into nearby food plants as well, ending up as something you will be eating. Check out nematodes - it seems there is a variety that can target most of the pest enemies you want to eliminate with the systemics.
