Zinnia seeds normally germinate in less than 6 days. These zinnia seeds were "pre-germinated" on wet paper towels folded in Ziploc bags.

Their roots are starting to show after only two days. I keep the pre-germinating packets in a folding "book" like this one.

Pre-germination is particularly helpful when you are growing zinnias indoors, by helping you avoid "tying up" a pot with a "dead" seed. I grow zinnias indoors during the Winter to get in an extra two generations of zinnias to "speed up" my zinnia breeding hobby. By growing two generations outdoors and two generations indoors, I can get in four generations of zinnias in a year, which speeds things up by a factor of four. Zinnia breeding at home can be an exciting hobby.

Like Ken said, what's to lose? However, it is not a good sign that they haven't already germinated after 6 days. They may have "drowned" if they were actually submerged in water for 6 days. Germinating seeds need to "breathe". People don't normally soak zinnia seeds, because under good conditions outside in-ground, they can come up in 2 to 6 days.
