I would wonder first about location. Roses are full sun plants. I would also wonder where YOU are located, as the past couple of winters have been very harsh in some areas of the country and have not played nice with many plants. We could just be looking at cold damage coupled with a less than optimum light conditions.

Unfortunately they probably are misplaced. We have two large trees in the front yard where the rose bushes are. There is mostly shade with some morning sun. I live in Cincinnati, Ohio and we have had several harsh winters. They looked better last year!

Keep in mind that as the years go by, even plants that used to be in good area might have changed now that trees have grown more.

In my area, roses keep their leaves over the winter, so I usually would prune in the early spring. I'm not sure if your last picture is the same as how you prune them in the fall -- in other words, removing the canes with all the leaves.
