Propagation Question

I have a cutting from an Alsobia Dianthiflora (Lace Flower). I put it in some water and it is developing roots. It has four roots from 1/4" to 1" long. When is it safe to put it in soil? Anything in particular I should do to help it along? I plan to pot it in African Violet soil mix. I really don't want to mess this up because I no longer have access to the mother plant. I also have a cutting in some soil but it doesn't seem to be taking. Every few days I pull off a dead leaf though there are still some nice green ones--haven't given up on it yet. Any suggestions or recommendations would be appreciated.
