Yes - I am afraid the image is far too small to say anything meaningful about the bug. Except that when I enlarge it it appears to have two heads. ie it looks like 2 bugs mating. Which could be good or bad news, depending on the bug.

Try some neem oil, if that don't work, some insecticidal soap.

But no reason to kill them unless you determine that they are a problem. Your plants look fine, so I'd leave them alone. Bug killers can upset the balance between beneficials and the destructive bugs they feed on.

They *might* be aphids, which are best just sprayed off with a hose.

Perhaps they might be flea beetles? Look up and compare....the images are simply not very useful for ID purposes. Be sure to let us know if you think that I've made a good guess. Flea beetles love tomatoes!

Touch them. If they remain motionless and are soft and squooshy, they're aphids. If instead they are prone to leaping away, they are likely Flea Beetles. The latter you would find on both tomatoes and peppers. They tend to leave many, tiny little holes behind.
