It might just be too wet and not enough sun. I would clear out the weeds and move to a more sunny spot. Look for morning to early afternoon sun and late shade if you have it. Also ensure its draining out. Those weeds may be doing a bad thing by acting as a natural mulch and retaining soil moisture and shade. Thus preventing the soil from heating up.
