I have a couple that stay horizontal like that, but don't know what it is called. Some iris open flared out like that then drop, but a couple seem to remain that way. I don't think I've seen that variety before, very pretty. I think you will see it more on the more recent iris

I wanted to rule out Japanese iris. I only see a black screen at photobucket. The very horizontal falls you describe are common amongst TBs introduced in the past 10 + years.
