tomato problems?

Hello- I have had very good success with my tomatoes over last 6 years but this year i am a little bit concerned. The tops of several of the plants are curled and irregular. The rest of plant looks great. It has been very cool and wet around here in chicago. Plants have been in ground for 3 .5 weeks. Any thougts?

Looks like herbicide damage.
Could be drift/volatilization from a spray.

Or could be contaminated organic matter such as manure or another amendment, a problem since at least 2002.
