Looks like a bottlebrush, Callistemon citrinus.

Thanks for taking some time to reply. That is what i thought at first but it seems the Callistemon citrinus gets to be 10'-20' tall. This is pretty low growing and sprawls more. I think it's about 3-4' tall.

Thanks! I think that could be it. The plant had an interesting branching structure under it too. The flowers in the picture vs internet photos don't look exact but it might be just b/c of the time in the bloom. I do know the humming birds like it....which lines up with the characteristics of the cutivar "little John".

Appears to have pinnate leaves and a Grevillea style of inflorescence - so not a bottlebrush.

It's surprising what different eyes can see in the same photo. Without any close ups to confirm, Embothrium's suggestion may be quite valid.

By clicking to enlarge I also see pinnate leaves and Grevillea-like flowers and fruit.

Callistemnon 'Little John' would be a good substitute. It is low growing, and is quite a nice short shrub.
