That's the damage from the larvae of the rose sawfly, called a rose slug. Look on the underside of the leaves for small, green, soft bodied larvae....much like a caterpillar.

Insecticidal soap works great for sawfly larvae, but you must get the solution directly on the insect for it to work. That means spraying the underside of the leaves.

A light trim to remove the spent flower heads will rejuvenate your plant and encourage continued flowering. In the future, keep an eye out for the rose slugs so that you can catch the problem early.

OP needs to look under the leaves in an attempt to locate the insects. As I said, insecticidal soap should ( I used the word must ) only be sprayed directly on the insect. If none are found during a thorough search, it follows that no spraying is required.

Rose slugs can have numerous generations over the course of a growing season, depending on location and species. Monitoring is warranted.

These particular sawflies are referred to as slugs because they sort of resemble real slugs...a baby version.

They're called sawflies, yet they belong in the Hymenoptera order with wasps, bees, ants, etc.
