Cottony Scale

I have a climbing hydrangea infested with cottony scale. I know it may be too late in the season to treat it, but I'm thinking ahead for next year since I just noticed it. Has anyone had good success with a relatively non-toxic method? Horticultural oil? Release of lacewings? I have a tiny yard and two kids, so I'm unwilling to use systemic pesticides.

Does cottony scale kill hydrangea? What happens if I just ignore it? It's only on the underside of the leaves so you can't really see it--I just found it because I was pruning.

thanks!
