I would suggest setting up a soaker hose system, cheap from anywhere, look up online, you just attch your hose to the end of it and the shrubs will soak up the water. It looks like the shrubs are planted on a slanted hill surface, so the soaker hose will be great for them, it waters slowly, so the shrubs can absorb it better.

Mulch the shrubs, not right up to the base, a little away from the base, you can throw the mulch on after you lay the soaker hoses down. I have to guess, truthfully, because I have no idea where you are, but the 3rd pic looks like a healthy azelia, the last pic looks like a camellia, which technically isn't a shrub, it's a tree. They live for 3-400 years.

The main thing you should do is soaker hose them and mulch, They will leaf out better once they get more water ad the mulch will help retain it in the soil. Don't feritlize them, they are under stress, (the shrubs loosing leaves), wit til they look really good before fertilzing them at all, if you have to.

Judging by the alternate leaves, general twigginess and flower buds on no.2 I'd say these were all Ligustrums. I'd cut them hard back, water and mulch if you want to keep them - which is a moot point.
