First, what you are calling seed that "looks like little tiny garlic cloves" are actually garlic bulbils, not true seed. Second, yes, just like garlic bulbs/cloves the bulbils will start to sprout if left alone or forgotten about. Third, plant them in either potting mix or out in the garden. :)

Garlic is only propagated by cloning, and those little bulbils are actually better than the cloves you got from bulbs, in terms of reproducing the variety of garlic you had. But, they can take years to get to a full bulb, so don't be too anxious. Have a look at the 2nd page in this Canadian Organic Grower's PDF on Garlic where it gives you an idea of how long it takes to get a bulbil to produce a full bulb. If you want to taste the best garlic you have ever tasted, grow that bulbil on for a few years, you will be amazed.

Oh, and since garlic doesn't produce a flower, it doesn't produce a seed either, the closest thing to a seed is that bulbil.

Yeah, I have no ambitions of getting full bulbs out of these little guys, but if one of them does well, I'll replant the cloves next year.
Also, I do believe there are flowers, or at least there were, because that's why I decided to keep this garlic scape in the first place. They were very teeny and pretty.
