There is definitely an issue, if a quality paints peels after two years. It may be due to poor paint adhesion. This problem generally occurs with the excessive glossiness of the underlying surface. You can solve this problem by removing all the paint that is not adhering. Dull it with the glossiness by lightly sanding & afterthought uses quality primer. But that's not a permanent solution, you need to hire a professional for that.

Sounds more like it's a smoky film or glaze that is coming off. Does it wash off?, Is room heated with gas or fuel that leaves a film. Fireplace used a lot can give off residue. Smokers in the room might leave a film on dark paint that you wouldn't notice on light paint. Can you wash an area down with mild TSP solution & does it come back? Otherwise I would go to the paint forum & ask if anyone else has problems with that color & paint brand.
