Is this POISON IVY?

There's probably been tons of "is this poison ivy?" posts on here, but after developing a mystery rash while working in my back garden, then having said mystery rash identified by the dermatologists as being caused by poison ivy, i took a look around and found what i think might be the culprit along my back fence. Is this poison ivy?? It's seeping in from my next door neighbor's house, which means it's probably abundantly growing over there.

    Oh yeah!! Very purty and seems well fertilized - you trying to keep neighbors away?? Time for Roundup - about the only thing I'll stoop to use it for!!
