I can't really tell anything about the shriveled spots. My initial take based on the 2nd picture is likely cosmetic. To me at this point the roots are the main concern.

The roots look pretty wet. Perhaps you cleaned it off for the picture? Is it soft anywhere? If not then the first thing to do is get it back into a fast draining mix, perlite, gritty mix, etc. and place it in a warm indirect sun location on concrete or stone (something that will give it bottom heat). The second thing to do is nothing until it has leaves.

It does not require water right now so keep it as dry as you can until it has leaves that are 6 to 8 inches long. Hope this helps and good luck with it.

Yeah, I rinsed them off for the picture. I didn't know they didn't need water at this point, though. I'll get it back into something and keep it dry. Thank you so much :)
