It's there for visitors; one must sign in to get rid of it. Thus it isn't visitor friendly. How would visitors know the bar will disappear if they sign up? They don't. They probably go elsewhere.

I can understand that they wish to encourage newcomers to join up, but if a newcomer can't see what's going on because half the screen is covered, that's not very friendly. :( If they shrink the advisory down to 1/4 page or less, it can still be seen and newcomers can still read and see that the site might be worth joining so they can make comments and spread good information.
