Hydrangea never blooms

So I got this hydrangea on the side of my house, that was there when I moved in, just a standard mophead that blooms off old wood. first year bloomed nicely, past 2 years though it died back to the roots and what blooms I got were inside the bush off of one of the few stems that didn't fully die back.

I'm in Zone 5b in southwest Michigan. I have a feeling if I want it to bloom i'm going to have to insulate it in the winter somehow..its visable from the road and really don't like the idea of some kind of cage full of mulch or some Styrofoam plant covering. Part of me is leaning toard just diging it out and replacing it with a more forgiving plan, such as sticking with a hydrangea and just going with a reblooming mophead like I planted in a couple spots. or an annabel.
