I think I get it.

your driveway passes two telephone poles and at least two residences, each of which drain back down to your retaining wall, which was inadequate and has failed. The other arm of that wall, behind your home, is taller and perhaps built more professionally, but receives less surface water filtering down behind it.

If you are committed to reusing the same materials, I see two approaches:

a. build a wall on your property line that is the minimum height required to hold the neighbors' soil bank. Basically, the base of the wall, below the adjacent pavement, will be backed with a bed of gravel from the base of the wall to less than a foot below the sod layer. The gravel bed will include a porous PVC pipe, properly sized and elevated to carry the neighbors' drainage off to a low point somewhere on the surface or into a dry well or rain garden, whatever your County permits. The face of the wall will have a batter, sloped back toward the neighbor.

b. The alternative is two shorter walls, the higher as described above, but only as a backup to the front one, perhaps into the parking pavement. If you can picture it, a short wall, about 2/3 height, but constructed as in (a.) above, with all the pipe and gravel as mentioned. then the shorter wall will rise above it, at the property line, requiring more room for both and more stone and pipe, but less likely to fail, and affording a narrow plant bed for vines and ground covers and bulbs along the face, between the two portions of wall.

Of course, using a different material and incorporating dead men would be more permanent, but you would be throwing away your existing material, unless you wanted to build a patio or other floor, for which it is more suited, and your two walls would no longer match.
