Blossem end rot ?

After hanging out on here for a while and reading quite a bit I'm guessing this is blossom end rot on one of my bell pepper plants

Now not all my bells look like this only 2 plants that are only maby a foot or so high the rest look ok so far. Now from what I have read this is usually caused by a calcium deficiency, we have had over 2 weeks of steady rain, i did do a crude test while weeding , I was able to push index finger into the soil to my hand, I did purchase some foilage pro 9-3-6 but am waiting for soil to dry Some before adding. Yes I plan on doing a soil test also, certain areas oft garden have more clay then the rest. Now my Serranos that are next to the bells in another row are found great. My jalapeños, super hots and yellow banana peppers don't look to healthy, By not healthy I mean yellow leaves with spots , and if you barely touch they fall ( started on the bottom but now all the way to the top) have lost a lot of flowers, so I'm wondering will ber affect one plant then the one next to it be fine? Would this also affect my super hots and jalapeños leaves but not the pepper? Peppers look ok but leaves drop to the touch. Also on one site they recommended sulphur powder said I had fungle problem, but hell after reading the warning labels on that stuff I thought I would ask here. I'm kinda thinking I got a couple different things going on now ber and ?
