Could be a Thalictrum but it's hard to see against the background of other plants. Also is there a flower head forming off the picture at the top? Can we see it?

A "weed" is any plant that you do not want growing where you do not want it growing. For example I have a Rose growing in the middle of my Lilac so it is a "weed", an unwanted plant. For some people Honeysuckles are desirable plants while for others they are unloved and unwanted. Autumn Olive was once sold as a desirable shrub/tree for feeding wildlife but today is considered invasive and unwanted.
