Floppy new Siberian

I planted this Siberian 'Butter and Sugar' mid spring. It put out one bloom but has looked pretty floppy for the entire season (it was sort of floppy when I bought it). I haven't noticed any new growth, just some die back here and there. Should I be concerned? It's in a low spot that took a lot of water during the June rains. The soil is clay, but the bed is fairly amended. It gets 3-4 hours of afternoon sun.
