Groundhogs/ chipmunks in garden

We have had chipmunks and grounds around being on an edge of a forest. But this year we have had many things in the garden eaten by chipmunks (tomatoes) and groundhogs have gotten to flocks, parsley ( in pots) just for a few. The parsley for example has been decimated but only recently. I was able to pick a lot but this week they are down to nothing. And we would have had tomatoes weeks ago if not for chipmunks. We have tried Bonide Repels All Rtu Repellent spray, and Critter Ridder that connects to the hose. Using both defiantly has cut down the number of chipmunks but still around. And even the groundhogs are still eating not matter how much of the repellents I have sprayed.

Is that there anything else to do? Being on the edge of the woods, and tons of chipmunks, trapping them may not do much good. And same with the groundhogs.
