From what I can see it is running clubmoss, L. clavatum. It should have some upright branching fruiting stalks? Sounds like an interesting site.

Lycopodium clavatum or Foxtail Clubmoss seems to be the name. I've been reading up on it. It is circumpolar found in N & S America AWA Africa & Asia. Spores used as flash powder in early photography. Can you see the downward growing roots in my pic? That's how it spreads and one can propagate it that way. Some of the online images have it in the full sun but I've never seen that. The plant in my pic seems to be happy in ordinary nursery potting mix. (bark mix)

You will often find other spp. of Lycopodiums growing with it - L. digitatum, L. tristachyum, L. obscurum in particular. Look for Botrychium ferns while you are at it. Nomenclature of the group, both English and Latin, is a muddle, there have been a lot of changes over the years. I use the USDA PLANTS website for nomenclature. There is a foxtail club moss, Lycopodiella alopecuroides (which translates to "like a fox's tail") but it's a bog plant, so use the Latin when you look for info or you will be misled.
