This is obesum adenium. Yes, it will bloom with full sun and fast drainage soil.

Can you use bone meal as a fertilizer for adeniums to keep leaves green and healthy looking?

Just use a well balanced fertilizer, Lorraine. Something similar to 9-3-6, 24-8-16 or 20-20-20. Just make sure it has Boron listed on ingredients and micronutrients. Most will have, but just check. I add 1tsp Epsom salt / Gallon of water if mine do not have green leaves, but not as a regular watering regime.
