dessicating cuttings

i have a lei rainbow cutting that is taking forever to root(which is supposed to be easy to root) and it seems to be drying out, in addition to not rooting. i've had this happen to other cuttings, they've either rotted or completely dried out before they've rooted, and i've had some cuttings that in two weeks or less, the container is full of roots. this one i 'think' had a root going on, i don't know if it was a root or just some sort of plant fiber, but it broke when the container fell over once. i've been misting the cutting, to no avail. i even repotted it with new rooting powder and am keeping it on a heating pad. i've been watering the soil occasionally, i've heard so many conflicting things about watering or not watering the soil. i did have it on the back porch and it got the late afternoon full sun, i live in miami beach, so it's pretty darn hot here, but i brought it inside to keep a better watch on it. is there any hope for it, can it be saved, will it ever root?
