Transplanting a grape vine?

I planted a grape vine in my yard about four years ago. The second year it grew to a height of about two feet, and it's never grown any bigger. I don't know what's wrong with the spot I chose, but clearly something is wrong.

I understand that grapes grow very deep roots and transplanting them is a bad idea. I wonder if this case is an exception. I don't think I've got a lot to lose by trying.

Does anyone have advice for me as I contemplate this?

The location is the eastern edge of California's Central Valley. The grape variety is Tokay, grafted on unidentified rootstock.
