No grape expert here by any means, but just going by the words you've written, I think the operative phrase is "what have you got to lose"? And without getting into a whole book's worth of info on general plant care, the number-one aspect of transplanting is water management. Most woody plant species like to be water heavily-whether by rainfall or by your hose-about once per week, with no supplemental moisture in the meantime. And while it is obvious that top growth can be boosted via fertilizers, most current research I've seen indicates a faster re-growth of roots in a low-nitrogen environment, so no fertilizer at planting is recommended. Even in cases where a soil test indicates a "shortage" of this or that nutrient, I'd advise against using fertilizer at all for the first year or two. Then, once the plant has clearly rooted into its new home, mild fertilizer applications can be beneficial. But not at this stage.

As to what may or may not be wrong with that location, the possibilities are nearly endless: Di d a construction crew bury a bunch of concrete waste, unneeded drywall scraps, or what-have-you in that spot? The questions go on, but the answers are few. Once again, you may as well try a new location.
