The idea with watering after fertilizing is to wash the fertilizer particles down off the grass blades onto the soil and then dissolve them a bit. If you don't then tomorrow's dew will dissolve the salty fertilizer on the grass blades creating a very strong salt that burns the grass blades. If you dissolve the fertilizer, even a little, it will prevent the burning. So you certainly don't need a full inch but you do need more than a brief dust-off.
